MOW: Answering the call from Morocco( part 2)

Living for many years in a foreign country cannot break down the ties and the sense of belonging to the mother land, the willingness to serve back one’s country is an inner feeling that every patriot conserves. Moroccans all over the world cannot derogate to this principle, meanwhile the first question  that every Moroccan may rise is: “what is the optimal way to serve back the home country?”. Before answering this question, I personnally think that only MOWs who have achieved successful integration[1] into the host community, are capable of supporting their home country.

In fact, the first element to be listed is the financial transfer of funds, action occurring annually with peak in some precise periods (holidays, summer vacation, family events…etc). However, other factors may be as useful as the financial transfer. Hence, the present document will focus on three dimensions: political, entrepreneurial, academic, research and development one.

Regarding the political side, according to the provision 22 of the organic law 27.11 of parliament, MOWs have the right to present their candidacy for the parliament, and participate in the legislation decision making process.

Besides, political parties have started hiring MOWs, which will eventualy empower them in any election race, MOWs affiliation is viewed as a niche to be explored.

In addition, MOWs have influence over their family members during any political scrutiny. Needless to say that MOWs can also provide some financial supports to the political parties. Moreover, they can contribute to make the political parties programs more achievable, realistic and responding adequately to the Moroccans ‘expectations.

Concerning the entrepreneurial side, MOWs are welcomed to create their own companies[2], or take part in existing ones’ capital, which will reduce the unemployment rate. They can also facilitate technology transfer for many fields. For instance, advanced technologies are highly needed in the agriculture sector to boost its performance; the agricutural productivity is undermined by many structural constraintes espacially in some regions.  The rural side needs to be greatly explored and developed in order to establish the complementarity between the urban and rural areas, along with the compliance to corporate social responsibility (CSR) approach.

The third field is the promotion of the academic, research and development activities. In the former one, Moroccans[3]working for international universities ought to initiate partnerships and collaborations between Moroccan and international universities that can mutually benefit both parties such as establishing student exchange programs, considered for the promotion of academic performance of both parties (enhancement of student’s maturity, discovering new cultures, developing some learning skills…), and also  cooperation between student advisors of both sides will enhance the advisory service quality.  

Regarding the research and development area, many options have to be considered; developing collaboration between Moroccan and foreign think tanks (especially those where MOWs evolve) will ultimately reduce the costs of the ongoing research projects as well as the exchange of expertise and thoughts about common issues (unemployment, small business, climat conditions change, social and health problems, promotion of green economy…etc).

Finally, it is worth advancing that the need for new solutions to strategic and ongoing issues is persistent, and answering the call from Morocco is now possible, and realisable.

 I think that serving back the home country is not limited to the  options provided in the present article. MOWs, given their situation, from where they are and whatever the profesional position they hold, can find out the best way to make their assets, (financial and non-financial) contributing to the development of the Kingdom of Morocco.

 


[1] Such as physicians, lawyers, managers, politicians, student association representative, public officers and entrepreneurs…etc, who have at least decent life and stable financial situation.

[2]Here it is worthwhile to mention the creation of small businesses as support to the original local community by intervening in customized project to local particularities (weather conditions or geographical and demographic structure…).

[3] Either as university teachers, administrative and support staff, financial officers…etc.
